ICAP at Columbia University

ICAP’s pioneering approach was inspired by the experience of Dr. El-Sadr and her colleagues in the New York City community of Harlem, where HIV had been rapidly spreading and causing immeasurable suffering.


Originally called the International Center for AIDS Care and Treatment Programs, ICAP quickly engaged in the global HIV response, enabling the successful scale-up of HIV care and treatment in some of the most resource-challenged countries in the world. The immediate results galvanized the global health community.


Role purpose

The Country Representative will serve as the primary representative for ICAP in Ukraine and will be responsible for the strategic leadership and direction of the CDC-funded Ukraine Recovery Project. The Country Representative will lead a multidisciplinary team to achieve the project’s mission, vision, goals, and objectives. The Country Representative will also be responsible for managing all aspects of the country program, including technical, programmatic, and operational aspects, for managing optimal use of human, financial and physical resources, and for ensuring full compliance with donor regulations and requirements as well as Columbia University policies. The Country Representative will be responsible for developing and maintaining highly collaborative working relationships with representatives from the host government, academic institutions, donors, community groups and other implementing and collaborating partners.


Duties and Responsibilities

  • Provides strategic leadership to the design and implementation of the Ukraine Recovery Project and oversees program planning, monitoring, reporting, and evaluation.
  • Manages optimal use of human, financial, and physical resources to meet project milestones and technical quality standards, and to achieve project objectives, deliverables, and targets.
  • Oversees all security procedures, to ensure the safety of ICAP staff and continual operation of project activities.
  • Provides leadership and management oversight to ensure that all activities are executed in line with and meet the technical standards and expectations of ICAP and CDC.
  • Oversees and coordinates the successful completion of planning and budgeting for the project.
  • Oversees reporting requirements, including programmatic and financial reporting to CDC and the Ukrainian Ministry of Health.
  • Ensures mechanisms are in place to monitor the implementation of the project, including progress toward achieving objectives and targets with high-quality and on-time performance.
  • Provides effective oversight to all financial and administrative functions of the country office to support efficient and effective implementation.
  • Ensures that all activities are undertaken in full compliance with ICAP standard operating procedures, Columbia University and donor policies and regulations, and national policies and laws.
  • Develops and maintains highly collaborative working relationships with representatives of the Ukrainian Government, academic institutions, donors, and other implementing and collaborating partners.
  • Ensures documentation and dissemination of findings, impact, innovations, and lessons learned.
  • Collaborate with key technical and operational staff at ICAP headquarters.
  • Perform other related duties, as assigned


Education, Qualifications & Experience



  • MD (or international equivalent), PhD, MPH, or other relevant advanced degree in the fields of public health or international development


Experience, Skills, and Minimum Qualifications:

  • Minimum 10 years of experience managing large international public health or development programs, with at least 8 years of experience in managing public health programs.
  • Demonstrated experience in public health program development, implementation, and monitoring in conflict settings.
  • Demonstrated knowledge of technical content areas relevant to the ICAP project in Ukraine.
  • Proven record of leading donor-funded projects that consistently achieve objectives and targets.
  • Demonstrated experience leading or working on health and development projects supported by the US Government through PEPFAR, the Global Fund, the UN system agencies, foundations, or other bilateral donors.
  • Demonstrated knowledge of rules, regulations and requirements of USG and other major international donors.
  • Demonstrated experience and skills in public health diplomacy, negotiations, and cross-cultural communications.
  • Excellent oral presentation and writing skills.
  • Demonstrated ability to identify, analyze, and resolve problems, constraints, and issues relevant to project implementation and performance.
  • Proven ability to lead, manage and mentor a culturally diverse team operating in complex environments, including conflict settings.
  • Demonstrated fluency in both English and Ukrainian

The work location will be based in Ukraine.
