Role purpose
A key initial focus of the Senior Policy Lead will be to lead on CEPIs positioning in ongoing discussions at both the global level (G20 & G7) and regional level (EC, AU, ASEAN); to contribute to the development of CEPI's policy and advocacy positions; and advocate for an enabling policy environment to support R&D and Manufacturing. The latter includes ensuring that Equitable Access is reflected in R&D strategies and in the geo-diversification of manufacturing. A particular focus will be in identifying opportunities for policy support to the disease programme teams for CEPIs priority pathogens and providing and implementing such support. The Senior Policy Lead will work closely with the Public Partnerships, External Communications and Resource Mobilization teams as well as with other divisions within CEPI such as R&D, Manufacturing, Access and Business Development etc. in advocacy and ecosystem shaping.
Major Duties and Responsibilities
- Support CEPIs policy work in a flexible manner and as required given the rapidly evolving ecosystem.
- Monitor, systematically collect and analyse information about identified external policy drivers with a view to developing policy advice for CEPI.
- Develop and continually evolve CEPI positions in key pandemic preparedness and response ecosystem areas, including R&D, financing, low and middle-income country challenges and equitable access.
- Project manage cross-cutting teams in the development of evidence-based policy positions that CEPI may advocate for externally.
- Serve as CEPI as a subject matter expert on health policy and advocacy.
- Contribute to relationship management role with identified strategic partners, securing cross- cutting alignment and approach. Identify and develop a relationship with new partners that are relevant to CEPI’s policy and advocacy work.
- The ability to offer policy advice on financing mechanisms incl. ODA (Official Development Assistance), Innovative Financial Instruments and Development Finance in the context of the global health ecosystem is an advantage although not an essential requirement for this role.

- Strong written and oral communication skills, with demonstrated ability to deliver high quality work within tight deadlines.
- A track record of resilience, sound judgment and decisiveness in pressured circumstances.
- Ability to analyse and offer policy recommendations on complex, multi-facetted issues in the global health environment.
- Strong and proven policy and advocacy experience supported by the ability to engage stakeholders and shape such engagement.
- Strong interpersonal skills and ability to work collaboratively with colleagues and partners from a wide range of disciplines, backgrounds, and cultures. Experience working in a matrix organisational or team structure is beneficial.
- Demonstrated experience working with financial mechanisms, incl. innovative financial instruments. is advantageous.
- Master’s degree in a relevant discipline (life sciences, public health, public policy, international affairs, economics, business administration or another relevant subject).
- A minimum of 12 years experience working in public or private sector across multiple regions.
- Senior management experience.
- Demonstrated relevant professional experience (e.g. global health, strategy, biotech R&D), including experience of working with global health organisations/architecture.
Terms of Appointment
- This is a full-time position.

Role Location
The position can be based in Oslo, Norway or in the United Kingdom within commuting distance to CEPI London offices. There will be a need for some remote working in Oslo if the permanent base is in London.
